Code cleanup

Renamed to "All Player Pinger", moved to slot 1 and weapon kind WEAPON_EQUIP2

Fixed player FOV rarely being stuck zoomed in after using the player pinger

The player pinger now removes itself and refunds a credit if used during the 'Prop Hunt' randomat, if the randomat is installed

Fixed lua error when players dropped weapons

- No longer plays a sound that everyone can hear when used
- Now lasts for 15 seconds by default
- Added convar for how long the player pinger lasts
- Changed outlines to be much more visible
- Improved description
