Added further optimisations to help ensure the player outline for the deathnote user is drawn

Helped fix the outline not appearing over the user of the death note for the victim.
This will still be an issue on some maps with heavy visleafing.

Added halo convar for targeted players, which lets players see who targets them with the deathnote
