Added Water Ripple Effect to Sonic's Eyes.
Added Pulse Effect to Sonic's Eyes.

Added Lightning Cloud asset to Laser Wisp.
Added Pulse Effect to Laser Wisp.
Added Foliage Sway effect to White Wisp's bouquet.

Mouth Shake has been modified:
Speed increased from 1 to 1.2.
Strength increased from 0.5 to 0.8.

-Better optimized the confetti particle by decreasing image size from 8000x1000 to 2000x250.
-Increased confetti size from 3 to 3.5.
-Slightly adjusted blink opacity.
-Added option to disable confetti and change confetti color.
