STATS: Recharge rate

+ Finally I have some stats on the recharge rate: At about 25% or 5.00 battery power the propulsion drops below 10 knots and a recharge is recommended in order to fly again.

If drive motors are off and the turbine clutch is not diverted to propulsion the net gain should recharge from 5.00 to 20.00 or 25% to 100% in about 1 hour and 45 minutes. Once recharged the 20 large batteries should give up to 45 min of run time at high speeds. This averages out at about the distance from the mainland to the arctic zone before requiring a rest to recharge.

The nuclear reactor averages around 1000 watts on long hauls. When the turbines are diverted into propulsion the Observer can travel at 6 Knots while still holding a net positive charge. The azimuths can also still push it below sea level, however a nearly full ballast is recommended.

Everything can be adjusted in real time in order to optimize output vs net-gain.

Cleaned up a stray constant number in the reactor chamber and painted the maintenance hall ceiling

Added emergency open buttons to the inside of the airlock for those who like to D.B. Cooper during your flights.

Also attempted to have the cargo lift water lock on deployment so that it could be used to salvage at the bottom, however I don't think doors are supposed to work that way. still in progress...

painted the active pitch stabilizers and added a few more electricity saving features

Moved a bunch of logic around behind the helm to open up the far reaches of the maintenance hall in order to better combat battery fires.

Added zoom to the periscope and a night light to the azimuth cam.
