Habitat changes in preparation for habitat complex/orbital system introduced in next patch:

Tier 3 habitat -- used for orbital complex, no change
Tier 2 habitat -- retired!
Tier 1 habitat -- used for major orbitals (promoted to tier 2)
Pirate asteroid base -- Used for minor orbitals (the new tier 1) (also still used for almost all starbases)
