Added custom map mode headers based on selected filer
Added nation-specific filter registration
Added support for open_map_mode calls with a limited set of filters
Added ability to disable changing filter (disable filter drop down button)
Added new state icon to allow click-through. Enabled via button flag.
Fixed a bug with country flags not being removed from map when country has been killed off

Fix bug with default config file whitespace
Add support for partial map files. The tool will now pull from vanilla to fill in missing files. Please make sure there are no map errors before using the tool
Change file outputs to create a mod skeleton allowing drag + drop into your mod folder (instead of needed to copy + paste various files)
