Ztatic Patch Notes

1.1: Bugs and Buffs for Battery Boi

Bugs:
-Fixed a bug with Short Circuit Outline
-Fixed a bug that allowed you to regain Super Specials early
-Fixed a bug that allowed you to recharge meter *illegally*

Buffs:
-Increased Fair Spike hitpause, hitpause scaling, added extra sound effect, and increased knockback and knockback scaling
-Changed Fair priority to be even across all hitboxes (I dunno if this is strictly a buff but whatever)
-Decreased Nspecial startup, increased knockback and knockback scaling on non-Super Nspecial
-Projectile Fspecial no longer locked to having Lightning Boost active, but being able to charge Fspecial is still locked behind Boost
