- Added proposal button for democracies. This costs slightly less than an ultimatum and is more of a trade as it involves sacrificing military factories.

- Hid ultimatum button for democracies
- Added news event for territorial proposals
- Updated some localisation
- Fixed some prerequisites for sending ultimatums
