The Commandant update:
- Gave him simple blue and green pallets
- Cleaned up the skin files / got rid of excess art that wasn't being used to shrink mod size

Rally the troupes
- lowered from +15%/20%/25%/30%/35% damage to +13%/16%/19%/22%/25% damage
- lowered from +5/5/6/6/7 speed to +1/1/2/2/3/3 speed
-- Thoughts: you still get a large damage boost from the skill, and the speed portion is no longer insanely broken if spammed (+14 speed)

stranglethorn
-Scaling changed from 100/100/100/100/100 to 100/105/110/115/120
-Debuff values changed from 10/15/20/25/30/35 to 13/16/19/22/25
-Tooltip has that it breaks riposte now on it.
-- Thoughts: The effect chance scales now but is lower. The debuff values are more in line with vanilla values. It still requires a trinket to be 'decent' at champion but the trade off is for higher debuff values.

perilous ground change
- Bleed changed from 1 over 6 / 1 over 6 / 2 over 6 / 2 over 6 / 3 over 6 to 1 over 3 / 1 over 4 / 2 over 4 / 2 over 5 / 3 over 5
-- Thoughts: Changed so it isn't so much better than hound's harry. It's still better than hound's tho cause hounds suck.
