Update Focused On The Green Fix and Game Playability

Fixes:

Solved the issue of broken ai: "Russian wouldn't attack poland around 2007-2010"
(They can still but not everytime)

"Continuous Family Planning" focus localization has fixed.

Changed some event timetables in order to prevent collusions with current reality.

Expanded the timetable portraits.

Balancements:

Some mafia tasks has updated and balanced.
Some Covid-19 tasks has updated and balanced.

Buffed the political power gain from focuses at the start (2000-2002)

Nerfed the TFX program.

Reworked the Green System (Added some decisions and buffed the system)
For Example: %65 Political Power Consumption Cut from the Green troubles.//Estimates

Reworked the Labour System (Added some decisions and buffed the system)
Now you can create alliances with them.
