- Fixed a bug that allowed Civil wars to happen even if you had less than one planet/sector.

This may have been causing crashes.

- Planetary Rebellions will now have the species with the majority of the population on the planet as the founder species.

- Enslaved pops and pops who are being purged are now allowed to rebel. They really always should have been able to.
