Replaced missing character, which should fix the issue some players had with missing building slots

Fixed the accidental reversion of the Doge's Palace and Hall of Heroes changes.

Update "garrison" terms to "max_garrison" to match standard file

Removed the requirements from the Hall of Heroes building chain and the republic government requirement from the Doge's Palace.
