issue with soviet capitulation for the Bitter peace decision. Fixed, Germany can now send the offer once the soviets are at 90% capitulation.

Noticed a few events were missing their descriptions. Fixed now.

Bug fixes: fixed the city rename event not renaming cities anymore. Works again now.


New Features:
- Modified borders again for the parts of Europe. Now Germany holds onto bialystok (which has modified titles to better represent borders with Reichskommissariat Ostland).
- Added event which causes central Asian regions of the soviet union (Kazakhstan, Uzbekistan etc.) to declare themselves independent republics. The Soviet Union has a choice to allow them to go in peace or to fight them as well (the officer revolt faction will go to war with them regardless, so it can be a strat to let them go in peace to make the civil war easier).
- Added a option/timed event similar to case Anton where the Soviet Union has to scuttle their fleet in time otherwise Germany can actually take control over it. Quite unlikely to happen, but sometimes it will be possible for Germany to inherit their fleet if they have any ships hanging around Europe!

- Changed borders for reichskommissariats, this will likely be the last time i change them considerably if at all. Mostly made Ukraine/Caucuses bigger as was the plan postwar. (Considering adding features for other parts of Europe, maybe a option for peace if Lord Halifax is Prime minister of the UK? )

- Added the Fascists to the Russian Civil war. Now the Japanese can annex parts of eastern Russia/Manchuria. Additionally through a decision, they can fund the Fascist uprising once the Civil war is away. Essentially, now what will happen in most circumstances is a 3 way civil war after Barbarossa.

From now on, I'm gunna try and keep updates to a regular schedule (probably bi-monthly). This should be the last change i produce this weekend (besides bug fixes). Thanks to all who downloaded my submod.

- Added in a simple rename event when you have the option to change anumber of other cities besides Leningrad and Stalingrad.

- And Crimea and Leningrad, due to their large dockyards and Nazi political ambitions (see "Gotenland" ) i decided to not include in the Ukrainian/Ostland Reichskommissariat. They are directly occupied regions of Germany.
