slightly adjusted the background color inside the option menu to make it more apealing
attempts to do some anti alias on the advanced speedometer, well it did make it a tad better...

- Added Animation like the Vanilla speedometer when entering vehicle
- Fixed problem with speedometer display will flickering between -0 and 0 for no reason
- Fixed problem with Menu key fails to initialize
- Improved the rebind button to have the letter show in cap
- Redid how the scale is edited/saved, it shouldn't effect your saved effects
