Fixed some things that was broken by last few updates. (at least all that i found)
Lowered HE torpedo charge(now 1 nuclear shell and 3 UEX)
Added new torpedo breech warning(failsafe).
Added dugong with torpedoes as example of correct setup.
Small deco changes.
Also now replacing explosives should be a bit easier and a bit more intuitive.

Fix for ballast control logic. Change in detonators placement in HE torpedoes, now replacement of explosives should be a bit easier task. Added deco labels for all torpedoes.
