Leaked water and energy now contribute to increase your capacity of that resource at a 5 to 1 exchange rate
Water tank:
> Cost: 100w -> 150w
> Capacity: 50w -> 100w
Energy accumulator:
> Cost: 300w 50e -> 200w 50e
Wall:
> Cost: 75w -> 50w
Relay:
> Cost: 100w -> 75w
Radar:
> Sight: 500 -> 750
Scout:
> Sight: 200 -> 250
Reduced build time of all economy buildings from 10 to 5

Units hidden by fog of war no longer send any networking messages to clients that can't see them
Changed most visual and FX related network messages to use the unreliable channel
Added command `mrts_fix_client_desync` to attempt to resolve the issue of FoW breaking on very large lag spikes
