[v1.1.0] Speed limit and bugfixes

Additions:
- support for maximum allowed speed for the rail type.

Changes:
- fixed a bug where patches would not be unregistered when leaving to the main menu. When loading a game afterwards, the patches would be registered again on top of the already registered patches.
