Actually fixed the Declining trade problem.

Made the Cassa per il Mezzogiorno survey decision able to be taken at any time to let you recalculate the amount of available projects you have without having to wait for an existing one to time out.

Added in dependencies for The New Order, so one should not need to modify their load order to play.

Completed the Diplomatic GUI country graphics so now Italy can color three quarters of the Mediterranean coast. Basic Levant has been included. Algeria will not be represented until the conclusion of the Algerian crisis.

Should now be possible for Cassa per il Mezzogiorno to have multiple projects ongoing.

Added many more failsafes for the removal of the Influencing_a_nation idea when it needs to be removed.

Converted the declining trade countermeasures idea into a timed one so all paths will not have it for the entirety of the game.

Inclusion of microstates, Levant, Algeria, Italian North Africa, Gibraltar, and expanded Greece to diplomatic GUI.

Repeatable Greek border war with Turkey included to help Italy divert Turkish forces from Levant while volunteers are in transit. An unlikely victory will allow for Greek claims to Western Thrace and Cyprus to be fulfilled by a Scorza peace deal.

Fixed influence system, of particular note is that the influencing nation idea and pp penalty is now removed upon button press in the diplo GUI, and accelerated progress so that influence level changes should only take 20 weeks rather than the 100 weeks originally intended. The acceleration is temporary and will be undone once a system for influence investment projects is devised. <---- This is true, but there are a lot more points of failure in the original code that I had failed to account for.
