-Ghoul swamp state divided, new state! "Ground zero"
-gave traits to the jojo generals
-reworked ghoul swamp victory points (thank you big bantha for the suggestion!)
-slight chance it's completely broken since i didn't test it lol, if it is let me know ASAP

Happy new years! here's a hotfix for the bug where taking the "the ghouls remain" focus, it would core wasteland instead of the patrolmen territory, Whoops! Thank you Deus Invictus for addressing this!
