I just realized that the Type-89's extended mags already had a reduction to the move speed. Fixed it now, so it should only reduce the movement speed once rather than before which stacked twice.

Went overboard and gave all Elite parts buffs and nerfs to base movement speed, strafe movement speed, and shoot movement speed.
Got rid of the Elite M249 Bipod.
Buffed the base, strafe, and shoot movement speed boosts of the Perks.
Made the Rainbow Laser give even WORSE accuracy. You can't shoot straight when this is turned on.

I noticed that the M1014 has two full-auto fire-modes with the elite barrels. How long this had existed, I don't know. I updated them to now be Full-Auto - 4-Round Hyper-Bursts - Semi-Auto.
Removed the 5.56mm sound override for the 12.7mm ShAK conversion for the Negev.
Added a 200-round 12.7mm ShAK belt for the Negev.
Made the reload time and handling of the 12.7mm ShAK conversions for the Negev worse to balance them out.
Nerfed the ShootSpeedMult values of the MG Elite Long Barrels from 2.0 to 1.5.
Nerfed the ShootSpeedMult values of the MG Elite Base Barrels from 2.0 to 1.75.
