Increased the cooldown times of the powers to make it more balanced. Now the level 4 powers should only be used once or twice in a match. This was based on the average match time from the ranked matches.

Age 1 Powers: 1 minute -> 2 minutes
Age 2 Powers: 2 minutes -> 4 minutes
Age 3 Powers: 3 minutes -> 8 minutes
Age 4 Powers: 4 minutes -> 16 minutes
