MEC Support small rework.

- Triage has replaced Renewal at LCPL.
- Infiltration is gone, as it no longer grants Hacking as of the latest LWOTC build.
- Trojan, Failsafe, and Steadfast have each moved down one rank.
- Containment Field takes Steadfast's place at SSGT.
- Blinding Fire has moved down one rank to replace Hammer Protocol.
- Multitasking takes Blinding Fire's old place at SGT.
- Full Auto in the XCOM decks has been replaced by Unload (the same change also applies to the MEC Heavy).

- Faction soldiers (Skirmisher, Reaper, Templar) can no longer become MEC Troopers, to prevent the farming of new ones every cycle. This is not a hardcoded change, just a config one. To re-enable them, go into XComGameData.ini and un-comment these lines:

- Supply cost for building a MEC Trooper has increased from 40 to 60.

- Augmentation times have been doubled. This will barely make a difference on a Squaddie (from 1 day to 2 days), but will be quite noticable on a MSGT (from 8 days to 16 days).

- Unchained now reduces the cooldown value of Chaining Jolt to 1 instead of 0, letting it be used once per turn.
