Large update

*Added alarms to reactor room during meltdown or flooding conditions
*Removed small hull zone above top hatch on the shuttle indicating a hull breach. Thanks to DarkDragonHB.
*Various cosmetic updates
*Reactors now can only be controlled by captains and engineers unless others are directly commanded to control reactors.
*Reset and adjusted AI paths. Bots should get stuck much less now. Tested for 30 minutes with 12 bots on repairs.
*Removed deterioration for shuttle main pumps due to AI ignorance.
*Increased fire probability for main junction boxes.
*Modified railgun loaders so AI will automatically fill loaders when commanded to clean up items. One bot takes about 1-2 minutes to fully fill all 24 railgun loaders.
*Fixed typo in bottom reactor room safe for restrictions. Now engineers may access properly.

Adjusted railgun to simulate the ability to fire 6 torpedoes in rapid succession. Changed ballast alarm to 10% instead of 25%. Set neutral ballast to 0.39

Tweaked waypoints. Added ID restrictions to reactors. Now only the captain can remove rods. Other crew can still add rods and power up/shut down. This should reduce chat spam and interference.

Synced all battery charge rates. Charge rate is now controlled manually by top battery in electrical room and wired 'Blow Ballast' command to relay with auto shutoff. Increased ballast capacitor capacity and reduced output.
