Changes
- Fixed crash to desktop when exiting the game (attribute instantiation of DogtagTime class was not getting cleaned up)
- BREAKING removed bad ref's from Dogtag_Base::RPC_DogtagData and Dogtag_Base::OnRPCRead -- mods that override these will need to update their overrides as the method signature has changed
