Added the first story quest. Explore the Cooling Station, either through stealth, force, or find an alternate though dangerous, entrance.

Upgraded NPC thrusters so on planets like Petram set to have a smaller radius, they should survive spawning.
Removed a few spawn groups.
Added a new low-level wastelander vehicle.
Fixed Survivors Bloodlust. They should now only target NPCs (and enemy NPCs at that)
