Reclassified the Doctorator as a "Long Blade" so that you'll no longer potentially daze your allies when healing them.

The doctorator now puts out a small amount of light when powered.
Removed innacruate rules text on the docshot.

Implemented the DocShot (cats_medgun).
Added new part Cats_HealOnHit, a variation of the base game's HealOnHit that can also be used on melee weapons and has different starting values on variables.
