-War Cry will now be used by the AI and can auto activate for players. I reskinned it from Use the Whip, so it uses that icon. I can't change it.
-Buffed the Roman AI again since my previous nerf didn't even fix the Legendary difficulty. Play on Very Hard.
-Changed up some AI army templates to hopefully allow for more use of stronger units.

-Re-added Spartans to Greek States' garrisons
-Removed a Hoplites from Greek States' garrisons to bring them in line with other factions

-Actually fixed Arabian factions lacking garrisons for real this time
-Further tweaked some messed up garrisons, all should be the correct numbers now

-Minor Roman AI changes
-Fixed some rebel factions in Arabia having no garrison
-Buffed all non-Roman garrisons. Now they have 5, 10, 15, 20 units based on town level. This should slow down conquest slightly and allow more time to defend settlements.

-Roman factions now start with wars. Julii vs Gaul, Brutii vs Macedon, Scipii vs Carthage

-Added barracks to some factions' starting regions

-All factions can now recruit basic units from town centers such as Town Watch and Militia.

-AI aggressiveness increased by a lot. They should actually try to kill you more often now.

-Rebel AI should be much more passive and just defend now rather than conquering all they can before they run out of units.

-Fixed Charax and made it a grain settlement like it should be.
