1. "National Service" now affects "Military Strength". Decreases strength at low levels (since morale goes down as you're essentially drafting individuals) and increases strength at high levels (the morale hit doesn't matter when you've got a ton more soldiers to throw at problems)
2. "National Service" now lowers the cost of "Military Spending" (since you won't have to pay as much to get soldiers)
