Fixed bug with weapons not breaking shields

- Remade the GUI Menu

- Added the option to allow certain weapons to break more shields per shot, certain weapons can also shoot through all shields

Added SteamRank for config which allows certain users to have custom max limit, This will overwrite RankLimit

Small changes to the Npc

Patched a small exploit in the addon, Allowed people to purchase shields anywhere on the map without needing Npc

-We have made changes to the bubble of the shield to now appear for all players instead of just the victim.
--Re done the Gui menu and fixed the issue with closing the menu.
---Shields are now configured inside of a table allowing you to add or remove shields. When configuring shields make sure to follow the format to prevent errors
