dead jesters don't glow anymore

all non-innocents should be able to see jesters now. this behavior is toggleable with a cvar if you want the old behavior, where only traitors can see the jester. the convar is ttt_glowing_jester_non_innocent, and it is set to 1 by default.

Fixed an issue where when Jesters changed to a prop, the outline remained.
