Temporary Hotfix for 1.03 (will get to fixing it more later, but should work fine-ish now)

- Base levies and garrisons for buildings reduced back to vanilla sizes.
- Levy and garrison growth for each building level in now 160% of vanilla, down from 200%.
- Starting amount of "upgraded" buildings reverted to vanilla amount.

1.03 is out.

Changelog :

- Development no longer affects levies whatsoever. More developed realms didn't really tend to have more levies, just more gold. Having more gold, in turn, allowed them better infrastructure, which allowed them more levies...

- So, all levies from buildings are doubled. The AI is also able to deal with this better, since it does build a lot atm, but doesn't particularly make development its focus.

- Garrison sizes increased by 60% to keep some parity with levy size increases (should have done so earlier).

- Mercenaries are now pure Men-at-Arms professional forces, instead of a mixture of MAA and levies. They also increase in size more with technology (innovations), up to 260% of their base size, rather than up to 200%, at everything researched. They get an extra knight per size, too.

- This one was already in, but I don't think I listed it anywhere - you cannot go into more than a single month-worth of debt for hiring mercs.

- There will be slightly more buildings and building upgrades at game start for non-tribal nations, particularly in holdings with high development levels (like Constantinople).

A rough fix for "North Korea mode", i.e holding your entire realm in your domain. Any holdings above your domain limit, in the order in which you acquired them, simply no longer provide you with any levies or tax whatsoever, rather than giving artificial realmwide penalties to all your holdings.

This should have no impact on the AI, which always gives out all the holdings above its domain limits to vassals regardless, or creates new ones just to do so.

Do note that if you inherit your capital on succession, while the heir is at or above your domain limit, you won't obtain any taxes or levies from there, as if it were a regular province, so take care, however edge a case that is - since the capital is always the first of the inherited provinces on succession.

Note : Buildings from such places will not become inactive, just the tax/levy.
