Fixed AI tribals not having access to realm laws.

- AI will actually use spouse councillor positions instead of placing it on default assist ruler
- Overhauled AI building preferences - AI will prioritize buildings based on holders traits and skills. Overall money was given bigger priority than levies
- Overhauled AI lifestyle focus preferences - AI will actually pick focuses based on skills and traits. No longer default AI pick would be medicine...
- AI more likely to change vassal contracts to give more money than levies
- AI is actually going to go for absolute crown authority (in vanilla it is impossible) if ruler is ambitious and has high diplomacy.
- AI can reduce authority on its own (from absolute to high) if the leader is craven or has low diplomacy
