- Added some triggers I forgot to add for the new republic succession type.

- Added some scripting to the republic government that'll make it so feudal realms do not become republics if a republics succession fails to work properly. Preferably the succession issues would get fixed but at least this will prevent the issue of England becoming a republic if the Channel Islands, for example, decide to make the King the heir.

- Added a new government and succession form for Res Republica maritime republics. With this city level baronies once again have normal vanilla inheritance.
