Added ballast controller to eliminate bobbing when on "maintain position".

Added a pump in diving room.

Added some small features:
- added glass between diving and brig
- added execution button that floods the brig
- added "flush airlock" button for easy body removal

Minor tweaks:
- emergency lights are now only active if main lights are unpowered
- added automatic battery recharge rate controller
- made medbay and armory doors possible to open from inside by anyone
