1. increased the cost of Stability from 200 to 500
2. Added 3 new options to attract a new advisor

- the advisor will be random in its category (adm/dip/mil)
- the skill will increase based on the current age (discovery - 1, reformation - 2, absolutism -3)

3. the decision has been fixed for AI (which would have preferred over picking any ability)
