- Fixed Austria election bug (hopefully for good this time).

- Removed West Indies and Romania paths as they are now included in base KR.
- Added paths to democratic Ireland.
- Added Russia foreign policy paths (Realpolitik/ Expansionism only at this time, but faction paths will likely be added in the near future)
