- Streamlined how the election process works for Democratic Autocracies. Should be basically no weirdness around elections now.

- Made it so that you can no longer see a dummy ethic I'm using on the factions screen.

- Changed government reformation cooldown to 5 years when you reform away from Singe Term governments.

- Changed the Influence cost of reforming out of a Single Term government 1000, down from 2500.

- Cleaned up some event code and on_actions.

- Adjusted how often the different government types should appear.
