Updated to work with Version 1.10

I only had to change the state ids, as Battle for the Bosporus adds some new states.

Overview (for those curious):
history/states files needed to be changed

map/supplyareas files needed to be changed

map/buildings.txt, map/airports.txt, and map/rocketsites.txt all needed to be changed by launching the game in debug mode, going into Nudge!

references to states in:
events/EUP_Commonwealth.txt
events/EUP_Ohio.txt
common/decisions/eup_reintegrate_states.txt
common/national_focus/commonwealth.txt
common/national_focus/ohio.txt
common/scripted_effects/eup_scripted_effects.txt

the change in scripted_effects was actually adding a new effect: eup_core_all_us_states, and replaced part of the effects of a national focus for the United Commonwealth and Ohio. As you can probably guess if you're familiar with HoI4 modding, it contains a reference to every US state, including the ones added by EUP, so it will need to be updated every time Paradox adds new states to HoI4. Note: the reintegrate_states decisions don't use the scripted effect because regions are cored at a time, not the whole US.

Added a Naval Base in the Aleutian Islands (The Archipelago west of Alaska, part of the Alaska state in HoI4, and real life). This is mainly to encourage Japan's AI to invade Alaska if they are at war, otherwise they never will. I suspect this is because the AI prefers naval invading onto naval bases and they can't/won't get enough naval supremacy in the region adjacent to Anchorage.

Added Naval OOBs. (The countries on the coast now start with a navy)
