Soul Stealer = cost decreased 18 to 14

Tempest = now correctly make enemy slow, damage lowered (24:12 to 12:12), cost increased (20,28)

Following Vortex Spells now attract enemy easily

Attack Interval
Vlad, Vanshe, Sigvald = 4 to 2
(They are Duel Infantry. But because of no mount option, they are quite weak in late game melee)

Vlad = AP damage (170:310)
Vansh = Melee Attack cause "Frostbite"(slow enemy)
Sigvald = AP damage (180:340)
