Fixed an issue with progressive power requirements and checking if there is enough power on the grid.

Added OffsetX and OffsetY sliders to the terminal to be able to shift the actual mining area without physically rebuilding the miner. The maximum offset currently is the maximum radius, so the miner always - at least partially - inside the mining area.

Added world configuration with settings for enabling or disable the speed controls in the terminal, the mining speed and the power efficiency. Network code has also been upgraded to use the preferred RegisterSecureMessageHandler / UnRegisterSecureMessageHandler pair in MyMultiplayer.

Fixed an issue with dedicated servers, where in certain cases (e.g. on an ice planet) mining is slower than the voxel refresh rate, so at certain ticks, there was no voxel removal but, the client tried to fetch voxel data for an indefinite voxel range (int.MinValue, int.MaxValue) and that ate all the simulation CPU resources.

Fixed an issue where the Autominer registered not the planet or asteroid the block was placed on, but rather the one that was the first in a certain list causing false errors of not being vertical or even trying to mine from other planets/asteroids and thus not finding ore was clearly within the mining area.
