- Update plugins to use the new shine plugin initialization routine
- Removed the custom timeout and fakeip plugin as they serve no purpose any longer
- Fixed that the extra ip plugin didn't work properly with build 327
- Reorganized the hooks used by the bot manager and kill streak plugin

- Cleaned up the customspawns code
- Added a new verboselogging plugin that can provide some verbose information about the spec slot system.

- Improved the custom spawns plugin:
- Fixed that it didn't work on certain maps like caged.
- Fixed that it would effect the spawn setup even when disabled at maps like refinery
- Added default config files for all vanilla maps.
