Added 3 new Achievement missions: Irish Catholic, Celtic Isles, Pagan Brothers
Added new Celtic USA flag

Religion:
Readjusted Presbyterian map color
Added 1% missionary strength to aspect
Warpaint aspect 10% shock damage -> 15%
War vision aspect 20% shock damage -> 25%
200 aspect cost reduced to 150

Missions:
Replaced Cultural Progress country modifier with province modifier
Replaced Faster Integration modifier with Celtic Culture Revived
Sun Never Setting modifier changed

Various:
Navy tradition from national ideas 0.5->1.0
Same culture advisor cost from national ideas -> -15% advisor cost regardless of culture
Replaced all vanilla modifiers
Printing press modifier duration increased

Debug & Fixes:
Fixed Presbyterian CoR not being able to convert provinces
Fixed converting to Presbyterian not removing catholic modifiers
Fixed Celitishist decision always showing
Fixed trigger that determines if you are Celtic Monarchy
Removed all debug decisions expect refresh missions

Celtic Culture:
Added Celtic American and Celtic Argentinian
Added male names
Added female names
Added dynasty names

Decision:
Breton and Welsh can now form Celtic Union aswell

Events:
New events: United Sepratists Beer Party, New American Colony (Sons of Madoc by BigBruh), Spawn Celtic American/Celtic Argentinian

Debug & Fixes:
Added change to Celtic American decision
Improved Pagan aspect AI decisions

Sacrifice Heir now actually requires an heir
Any Scottish or Highlandish nation can become Presbyterian
Any Presbyterian nation can become Pagan
Presbyterian CoR are limited to one
Religion Icons fit better

Government:
Celtic Government is available when becoming Presbyterian, and also available to any Presbyterian and Pagan country

Missions:
Added compliance event skipping missions that are too close to their rb-counterpart for non-rb players
Colonial mission work with Random New World
Achievement missions require Ironman mode

Events:
Welsh revolt is a little weaker
Added "Harem" event if has Clan Rule

Bug fixes:
Improved effect description of Propagate Religion
Convert Norway decision no longer shows up if Norway is Norse
