Fixed max kill XP always being given.


Added config variables to let players modify how much XP on-base agents get from missions.

Fixed two things:

1) Added failsafe in case you were *above* the number of missions required to unlock a squad slot, so it wouldn't get stuck waiting for eternity.

2) Only start counting missions once the vanilla squad limit has been reached

Fixed bug where Base XP gain would stop working after a while.

Base Agents Gain XP now accounts for Kill XP, in addition to mission XP.

Units eligible will rank up in HQ if they meet the requirements, instead of needing to be taken out on a mission first.

Fixed cheat mode still being enabled by default.

Added pacing to extra squad unlocks. Exact pacing can be configured in XComGameData.ini

Added "Base Agents Gain XP" feature. Can be disabled in XComGameData.ini
