-decreased the number of frames it takes to get to level 2 of forward special charge (35 -> 20)
-decreased the number of frames it takes to get to level 3 of forward special charge (70 -> 40)

-down air now uses angle flipper 10 for the multihit instead of angle flipper 4
-increased base knockback on the multihit part of down air (6 -> 8)
-decreased base knockback on the finisher of down air (6 -> 5)
-increased knockback scaling on the finisher of down air (.4 -> .55)
