Improved the logic for getting decks and merging cards into decks, to resolve many issues with the setup due to the most recent Tabletop Simulator update.

Another attempt at solving the issue where enabling the Pegasus and Exodus as well as the Cylon Fleet Board would cause the setup to fail. The same issue has been resolved with the "Allies For All Seasons" variant.

The temporary fix to prevent cards from being "intercepted" by other hands when being dealt has been removed, as the bug has been resolved in the latest hotfix for Tabletop Simulator.
