- adjusted diplo weight modifiers for some trees
- added negative modifiers to healthcare trees
- added a new job "medical professional" (ruler job) instead of the medical worker job provided by the healthcare tree and reduced the number of jobs granted accordingly (compatible to Healthcare++)

- Fixed a bug concerning level 6 resolutions
- added branch office value to level 6 commerce resolution
- added healthcare related resolution tree
- added crime related resolution tree
-> mostly for roleplay, but somewhat viable for criminal megacorps. Hated by everyone except criminal megacorp and gestalt (since they are not affected by crime, i made them indifferent) so it is VERY hard to implement in most galaxies
- added compatibility (stub files) for all major languages supported by paradox
