sound fix for the 6v71 engines

-Added 6v71 Naturally apirated, Turbo charged, and Tailored Torque variants.
-added the "roots" style air pump sound and remove turbo sounds for the NA variant.
-cleaned up sounds for the 12v71T and 12v71N engines
-Added Peterbilt 359 by RTA
-Added turbo back pressure sounds during engine braking.
-Adjusted other sounds to flow better.
-Added ALL SCS trucks
-Added the Scot A2HD by Smarty
