Fixed the issue of Psycasters having not any Psycast when installed together with Vanilla Psycast Expanded
- they will still only appear with vanilla abilities
- recommend VPE users to play with unique storyteller and use this mod for vanilla gameplay specifically

Changed psychic sensitivity condition of NPC Psycaster to pawn.GetStatValue(StatDefOf.PsychicSensitivity, true) >= 1f

Psycaster hat option is automatically ignored when psycast helmet & eltex helmet are removed by another mod (prevents pawn generation error)
