Fix for turrets auto firing constantly when a target is selected even if they don't have LOS.... I hope.

Fix for blocky looking LOD on 150mm turret and missing conveyor on 250mm fixed gun at LOD1.
Fix for insane power draw on 250mm turret.
possible fix for turret tracking problems. needs testing.

Changes to turret tracking, turrets should aim a bit better. still needs work on targeting priorities.

More damage adjustments and fixed excessive shield damage.

Minor fix for 250mm shrapnel, might not fully fix damage problems.
