whoops forgot to fix a thing on the jab

neutral aerial has flipper 10 now

-Jab3 has more scaling (.5 -> .7).
-Forward tilt is active one frame earlier, and its horizontal range has been slightly increased.
-Neutral special's animation has been slightly tweaked.
-Bowling Balls can now also be relaunched by down strong, being sent at a more vertical angle.

Fixed a bug where if Cinnamon hit back a bowling ball that was also hit back by an opponent toward her, it would not hit the opponent.

Up tilt animation slightly adjusted. Hitboxes were adjusted accordingly as well.

Fixed charged back aerial being impossible to perform.

-Down special's back explosion more damage(7->9), and a bit more hitstun(1.1x multipler) and KB scaling(.45->.6). Charged version has also been similarly changed. The body hitbox is also slightly stronger.
